CONSTRUCTION NOISE IN RESIDENTIAL AREAS -The Shire of Roebourne’s Environmental Health Department would like to send out a reminder to all Builders and Building Contractors that noise restrictions apply to construction sites outside of certain hours.
The Environmental Protection (Noise) Regulations 1997 allows noise at a reasonable level between 7am and 7pm Monday to Saturday. Outside of these hours noise is restricted to protect noise sensitive premises such as private residences. If you wish to start construction activities outside of these hours the Shire of Roebourne must be contacted for approval and a noise management plan may have to be submitted.
Before 7am preparation may be carried out on construction sites next to noise sensitive premises however the following activities MAY NOT begin until after 7am:
- Operation of earth moving and mobile plant machinery including compaction equipment and drainage excavators
- Concrete pours and cement mixing machinery
- Power tools, hoist or other powered equipment
- Impact noise including hammering, boring or drilling
- Radios playing music which can be heard from the property boundary
The Shire of Roebourne’s Environmental Health Officers may enforce the Environmental Protection (Noise) Regulations 1997 by issuing infringements, noise abatement directions, seizing equipment or even prosecuting offenders.
Please be considerate of the residents in the area surrounding your construction site and ensure that at all times noise is kept to a reasonable level.

KARRATHA AIRPORT RUNWAY REOPENED - The runway at Karratha Airport has been reopened and incoming flights have already landed this morning.
Remedial works continued into last night with the runway given the all clear in time for the early flights to depart from Perth.
Further remedial works to the balance of the runway will be carried out over the next few nights to minimise any potential impact on flight schedules.
The Shire of Roebourne would like to acknowledge the efforts of the Airport staff and contractors in resolving the runway issue in a timely manner.
The Shire of Roebourne apologises for any inconvenience during the closure however safety must take priority in these decisions.

TEMPORARY CLOSURE OF KARRATHA AIRPORT RUNWAY - The runway at Karratha Airport has been closed until further notice due to issues with the runway surface.
Due to upgrade works on the main runway, all aircraft movements have been shifted to a temporary runway. Since operating on the temporary runway there have been reports of loose stones which have been swept and rolled however the problem has persisted.
The affected area is a section of existing seal and is not associated with the new works.
Remedial action including the application of a ‘fog spray’ seal has commenced however this will require time to settle and in the current condition the runway surface is considered potentially unsafe for aircraft.
The runway surface will be monitored and a further assessment will be made at 9:00am Tuesday 23 September 2008.
The Shire of Roebourne apologises for any inconvenience during this period and affected passengers are requested to contact their airline for alternative flight arrangements.

COMMUNITIES AGAINST RUBBISHING OUR ENVIRONMENT - The Shire of Roebourne has united members of industry, business, state government departments and local community organisations into one group to develop a number of strategies and initiatives to address litter within the Shire through litter education, improved management and enforcement.
This working group has been aptly named “Communities Against Rubbishing Our Environment” (CARE).
The principle behind CARE is raising everyone’s commitment and simultaneously actioning that commitment, encouraging the community to keep our town’s clean and tidy.
By raising everyone’s commitment to their own small actions, we will collectively remove rubbish as a major issue in our communities.
We want to raise the bar on what are acceptable practices. This is a positive step towards changing people’s attitudes and behaviours and ultimately the ambience of all our towns, beaches, spectacular scenery and the many amazing places to visit and see within the Shire’s boundaries.
Major stakeholders will be contacted over the coming weeks and months to gain their support and commitment to CARE.

ANIMAL REHOUSING AGREEMENT BETWEEN THE SHIRE OF ROEBOURNE AND SAFE - At the Council Meeting held on 21 July 2008, Council endorsed an Animal Rehousing Memorandum of Understanding between the Shire of Roebourne and S.A.F.E.
This MOU reflects the commitment made between the Shire of Roebourne and Sue Hedley, representative of S.A.F.E. and it outlines the parties understanding of their respective responsibilities and obligations in relation to the suitable rehousing of animals.
The intention of the MOU is to secure ongoing positive relationships between both parties and the rehousing program will operate as a joint partnership between the Shire of Roebourne and SAFE.

KEEPING YOUR DOGS CONFINED ON FeNaClNG FIREWORKS NIGHT - The Shire of Roebourne, Ranger Services would like to inform all dog owners to keep their pets inside on the evening of 3 August due to the Firework Display which will be taking place at the FeNaClNG Festival on the weekend .
Ranger Services are asking you to give your dog a place they can feel safe and secure keeping them inside and leaving the T.V. or radio on to drown out some of the noise. Fear takes over the animal and with extra adrenalin in their body can make them behave out of character, such as jumping over fences which would normally keep them in. Keeping I.D. tags on even inside will help reuniting you with your pet if they happen to escape.
Dogs and cats on the run after being frightened can be difficult to catch, they will run miles away from home, can cause traffic accidents and end up with minor or serious injuries. Do yourself and your animal a favour by making sure they are safe, comfortable and confined when fireworks are proposed.

MAKE KARRATHA THE PLACE TO LIVE AS WELL AS TO WORK
- Karratha residents would like to see the township grow and become more of a regional centre with expanded services and facilities according to a Shire of Roebourne survey. The survey, which forms part of the Karratha 2020 project, received over 500 responses, 80% of who were established residents.
While residents were attracted to the region for work, the climate, water sports and friends were also a big part of their decisions to stay. The costs of living, medical and allied health services, poor family services and limited amenity of the town centre were the major detriments and the main reasons people leave.
According to Shire CEO Allan Moles, “The survey results tell us that the community would like to see Karratha evolve from more than just a resource town to a regional city with diversified business and social opportunities.”
“The Community are also telling us that to make this happen Karratha needs a range of additional services, particularly in the health area, and a suite of social facilities and town amenities, so that living here is a lifestyle choice as well as an employment choice.”
To meet these needs a number of aspirational projects have been proposed including plans for a recreation hub as part of the new high school, a town centre enhancement and family oriented facilities across the township.
“As we approach the end of the Karratha 2020 project we have begun the process of costing and prioritising over 160 initiatives based on a combination of the community’s concerns, the needs of industry and fiscal constraints, “ Mr Moles said.
The Karratha 2020 project is a joint initiative between the state and local government with funding support from industry partners Woodside and Rio Tinto. Due for release for further comment in the coming months, the plan identifies the current and future facility and services needs for the Karratha township to the year 2020.
Shire President Brad Snell pointed to the survey statistic that said most respondents had lived in the area for more than 5 years and expect to stay for the long term, as evidence that residents had a commitment to the town.
“While the boom has caused issues, we still have a strong sense of community. People like living and working here, although some are unsure about for how long”, he said.
“To keep them here and expand the workforce requirements of industry we have to invest resources and energy into making Karratha an even better place to live.”
“It can’t all be about work. We have a social and economic obligation to enhance the look of the town, improve services and provide amenities for young and old”, he added.

MANAGEMENT OF CHILDCARE CENTRES - The Roebourne Shire Council has resolved at its Ordinary Council Meeting on Monday 21st July 2008 that it will seek Expressions of Interest (EOI) to lease Millars Well, Bulgarra and Wickham Day Care facilities for the purpose of operating Child Care Centres.
At present the Shire leases each premise to the Children Services Support Unit Inc who provide childcare services at each facility. The leases for the Millars Well and Bulgarra facilities expire in January 2009 and Wickham in October 2009. Shire President Brad Snell said “Childcare is a critical issue for the Shire of Roebourne.
With the current redevelopment and expansion of the Millars Well Centre due for completion in January 2009, the Council has elected to test the marketplace to determine what organisations may be interested in operating this facility as a childcare centre and which organisation (s) can provide the best childcare outcomes for residents who access these facilities and services in all three Centres.
Cr Snell advised “At this stage the process is simply to ascertain interest in these facilities for the purpose of providing childcare services. No decision will be made to formally enter in to any agreements with any organisation as part of this process without seeking tenders which requires formal Council endorsement.”

KARRATHA 2020 OPEN DAY A SUCCESS - A community open day held at the Karratha Shopping Centre on last week by the Shire of Roebourne was a big success according to Shire CEO Allan Moles with over 100 people making the effort to discuss plans for Karratha’s future.
“We are very happy with the turn out,” he said. “It was a unique opportunity for the Shire to present and talk with the community about how Karratha will develop over time.”
“Our consultants have identified a range of needs and generated some ideas as to how they might be met,” he added.
“It is good to be able to test the reliability of the information and better understand the community’s priorities in person.”
The open day consultation is complemented by an online survey that has had nearly 500 responses to date. Preliminary analysis suggests that the community would like to see Karratha move beyond its status as a mining town towards a regional town with a more diverse population, level of service and economic base.
Improved health, education and family services were seen as the main priorities in reaching this goal. This was followed by an improved town landscape and more family friendly meeting places. As expected, the community felt that the costs of living particularly housing, was the biggest obstacle to Karratha moving forward, mainly as it locked out people not involved in the mining industry.
Shire President Brad Snell said that the Karratha 2020 Vision plan will lay the foundations for how the town grows, what its function will be and where the Shire and its partners should invest their resources.
“Karratha has a prosperous future” he said, “but it is important that we set in place policies and infrastructure projects that help build the community during and post-boom.”
“A strong community is not just about obligation, it is also about building a stable, skilled workforce that can respond to the needs of the resource industry.”
“But to do this, we need to have a more diverse suite of retail, commercial, personal, leisure and health services to attract and retain people from all walks of life,” he added.
“This is something the Shire and other agencies have been arguing for some time. The consultants have confirmed this and it is good to see the community has validated our sense of where the priorities lie”.

COUNCIL TO UNDERTAKE MAJOR LAND TRANSACTION - Council have resolved to purchase and develop two in-fill subdivisions in Karratha after public submissions for the proposal closed on Friday 6 June 2008.
The two parcels of land are located in Teesdale Place and Clarkson Way Karratha. The development will facilitate the construction of nineteen (19) residential lots.
Ten of these lots will be used to construct much needed staff housing. Two lots will be used to construct housing for doctors, in accordance with Council’s commitment to the Medical Services Incentive Scheme. The residual land will then be offered to the public via either a tender or auction process.
Council will shortly commence the development of this land after awarding a tender to Carr Civil Contracting P/L. These works are expected to be completed by the end of the year. Council will also shortly go to tender for the design and construction of housing with the view of having the project completed by December 2009.
Council’s Shire President, Cr Brad Snell, said “This significant development will go a long way in helping Council attract and retain much needed staff, while improving the overall quality of Council’s housing stock. Furthermore, the additional housing for doctors will further improve our ability to attract and retain doctors to the Shire, which has been a high priority for the community for some time.
To help fund the project we will also be making residual land available to the public, which has the benefit of also meeting some of the strong demand for residential land in the Shire”.

COMMUNITY VIEWS ON KARRATHA'S FUTURE SOUGHT - As part of its Karratha 2020 Vision project the Shire of Roebourne is seeking the views of the community on the long-term future of the town at a Public Display in the Karratha Shopping Centre on Saturday 14th June. Residents are being encouraged to take 5 minutes to talk to Shire, State Government and industry representatives on how best Karratha can be developed over the next 15 years
According to Shire CEO Allan Moles, “With upgrades and infrastructure expansions across the resources sector, Karratha will increasingly be looked upon as a place to accommodate the necessary construction and operational workforce and their families.”
“While we are still working on understanding the exact population make up and size, it is likely that the town’s population will increase by at least 40% by 2020.”
“To ensure we have a fully functional town that services not just the local community but the entire region, we need to have a range of appropriately located, designed and delivered community facilities and services,” he said.
Preliminary findings from the consultants hired to undertake the study suggest that compared to resource towns on the Eastern seaboard, Karratha’s population and economic diversity was skewed towards young families and the mining sector. As the town grows, and diversifies, it is expected to attract public and private sector investment in community facilities and services.
The consultants have identified a number of significant infrastructure and program needs for the town and are now working towards prioritisation. Projects that enhance the function of the town, satisfy immediate community needs, or take advantage of opportunities would be looked upon favourably.
Shire President Brad Snell pointed to the recent State Government announcement to complete the relocation of the Karratha High School to the TAFE site as an example.
“If you have a view on something such as our community infrastructure needs, or have thoughts about the future of the town, please come down to the Shopping Centre on the 14th or fill out a survey”, he added.

KARRATHA 2020 VISION AND COMMUNITY PLAN

The Shire of Roebourne has appointed consultants Geographia and CCS Strategic Management to assist in the preparation of the Karratha 2020 Vision and Community Plan.
The aim of the Karratha 2020 Vision and Community Plan is to contribute to creating a contemporary, stable living environment in Karratha that is responsive to community need and harnesses growth and sustainable development. The Shire of Roebourne is working with the Pilbara Development Commission, Department for Planning and Infrastructure, Rio Tinto Iron Ore, Woodside and the North West Shelf Venture to develop the plan including the review of land use and infrastructure needs, define required service levels and identify social support for the community associated with the town of Karratha as the regional centre for the Shire.
The Plan is intended to highlight the current issues and relevant social indicators before providing two implementation plans. The first will address the short-term town needs of Karratha as part of an Enhancement Program which in turn is consistent with the broader strategic plan for the expansion and development of the town. The intention is that the Karratha 2020 Vision and Community Plan sets the framework and schedule of priority projects to guide Karratha’s further development for the next 12 years.
The community and key stakeholders will have the opportunity to contribute to the planning process in the coming weeks.

KARRATHA AIRPORT UPGRADE - The Shire of Roebourne has awarded the tender for the Karratha Airport Upgrade to Downer EDI Works, following a comprehensive expression of interest and tender process.
This significant project includes the lengthening and widening of the main runway and associated taxiway and apron works, which when completed, will provide capacity for larger B767 aircraft.The works will substantially complete the Airport Master Plan first adopted by Council in 1995.
The project is expected to cost in excess of $21 million and will take twelve months to complete however, as it is being funded by the Airport Reserve and loan funds, it will not impact on the ratepayers
.The Council has been planning this project for some time and it is expected that there will be limited disruption to passengers flying to or from Karratha with aircraft utilising the current parallel taxiway, which has been upgraded, as a temporary runway.
Downer EDI Works will be familiar to residents of the Shire as they are the contractor undertaking the works at the Tambrey and Nickol West subdivisions in Karratha for Landcorp.In addition to this project the Shire of Roebourne is also planning upgrades to the parking and baggage screening at the airport.

ROEBOURNE AQUATIC CENTRE CLOSURE
- Since October 2007 the Roebourne Aquatic Centre has been vandalised a total of 7 times at an estimated cost of $20,000.
The most recent damage to the Centre that occurred over the weekend of the 8th and 9th February has resulted in the closure of the facility. Unfortunately since this time and while the facility is closed, offenders continue to trespass on to the premises and have caused further and significant damage to the pools grating, change rooms, office roller shutters, fencing and general pool furniture. As a consequence of this recent damage the Centre will continue to remain closed.
The Shire is working with local Police and concerned community members to prevent the ongoing vandalism however the Shire and Police require further community support and pressure to prevent this ongoing issue. Without this support the Shire will not be able to reopen the facility.

MOSQUITO BREEDING AFTER HEAVY RAINFALL
- Significant rainfall events combined with the warm weather will create ideal breeding conditions for mosquitoes capable of transmitting viruses such as Ross River Virus (RRV), Barmah Forrest Virus (BF), Kunjin Fever and the potentially fatal Murray Valley Encephalitis (MVE).
You can help reduce mosquito breeding by eliminating possible breeding sites in your backyard and workplace. Areas such as swimming pools, gutters, rainwater tanks septic tanks and pot plants all provide ideal sites for mosquitoes to breed. Please maintain your pool with chlorine at all times and ensure all containers are emptied of water or sealed to prevent mosquito access.
The Shire of Roebourne has undertaken an extensive larvaciding program in readiness for heavy rainfall events that will inundate swamps and roadside drains previously identified as mosquito breeding areas. The larvaciding blocks are fastened to star pickets and although the product has very low toxicity to humans, residents are asked to not interfere with these devices.

SHIRE CONGRATULATES 2 EMPLOYEES FOR 30+ YEARS SERVICE - Last week, the Shire congratulated Mr Danny Blanket and Mr Don Burleigh; who have both worked for the Shire of Roebourne for over 30 years; with a function to celebrate this great milestone.
Don Burleigh who commenced with Council as a Foreman back in February 1975, now heads our Parks and Gardens Dept and has seen many changes since the 70’s. Don has worked for the Shire of Roebourne for 33 years and has seen many transformations grow for the better to Council’s operations over that time.
Danny Blanket commenced with Council in 1978 as an Operator and in the past 30 year term has worn out 4 dozers in that time. Danny has trained many other colleagues on heavy-equipment controlled by Council.
Acting CEO, Simon Kot said “Both Danny and Don’s dedication and commitment to their work and the organisation is highly commendable and both are held in high esteem with many of their work colleagues”.
Council congratulates them both on this historic milestone for the Shire and hope they have many more years of service to come, especially with the wealth of knowledge they have between them and experience gained over the past 3 decades.

18 Jan 08 - MILLARS WELL EARLY LEARNING CENTRE UPGRADE COMMENCES - The long awaited upgrade to the Millars Well Early Learning Centre has commenced with experienced building and construction company Geraldton Building Services and Cabinets taking possession of the site just prior to Christmas. The project is expected to take approximately twelve months with an expected completion date scheduled for December 2008.
Identified as a project to assist in easing some of the issues associated with childcare waiting lists, the extension and upgrade to the Centre will increase its capacity from 36 to 84 places.
Shire of Roebourne Acting Chief Executive Officer, Simon Kot, explained the project was deemed a priority in late 2004 by the Childcare Steering Group, which was established by the Shire of Roebourne, its industry partners and the wider community. “The Child Care Steering Group was created to examine the child care situation within the shire with a view to developing sustainable long term strategies with relevent stakeholders”, Mr Kot outlined. “The group worked extremely hard in lobbying State and Federal Government, along with industry to secure funding for both the Millars Well and Bulgarra Centre upgrades”.
“While the project has taken longer then expected to commence, the current situation in Karratha made it difficult to secure an organisation with the resources to undertake the extensions”, Mr Kot explained. “We are however looking forward to the project being completed and the additional services being provided for the community”.
The Shire of Roebourne recently reconvened the Child Care Steering Group in November 2007 in order to ensure the viable, long term flexible delivery of childcare services according to need. “Obviously child care is an ongoing issue within the Shire of Roebourne and this representative group will continue working towards providing meaningful outcomes and solutions to the situation,” said Mr Kot.

Blocks and floatation devices have been applied to these areas which contain the product methoprene, which inhibits the development of mosquito larvae and prevents them from maturing into adult mosquitoes.
Although the product has very low toxicity to people and other non target species, residents are asked not to interfere with these devices to give the best chance of their effectiveness.
Diseases which are transmitted by mosquitoes, such as Ross River Virus and Barmah Forest Virus are presently active in the region and people have been infected. Other more serious diseases transmitted from mosquitoes such as Australian Encephalitis and Kunjin viruses are also present however to date there has been no confirmations of human infection in this shire.
The management of mosquito breeding sites is an integral part of the Shire’s Mosquito Management Plan, to minimise the incidences of such diseases.
